Captain Fontenot has been running the Kappa Precinct in the Orleans Police Force (OPF) for 15 years. He's more bureaucrat than savvy cop these days. He seems more concerned with keeping OPF out of trouble with the various mega-corporations than with keeping the Orleans' streets safe.

He's JJ Monte's boss.
